Why must they be called elite?

Why are the powers that be called “elite”?
That word “elite” is driving me crazy when I read about it in these conspiracy theories…
It’s always used in context with earth’s controllers.
Why must “they” be called “elite”?
Why? How is that accurate in the least?
The worlds’ controllers should not even be mentioned in the same sentence as the word “elite”

TPTB are not elite. To the idea of the powers that be being “elite”, my reply is meh, or bleh
