It's funny. But I bet that is similar to how it went. Kim didn't give them up due to some master plan agreement... I think he would have been perfectly happy dangling them in front of our faces for another year.

The agreement to release the "hostages" was made well before Slick Willie came into the picture. His only job was to pick up two chicks and take them home - something which he had done on at least one prior occasion (see wife).
