Law enforcement has been planting stuff on people for a long long time. This is nothing new. They frame people all the time. From simple drugs to murder.

There have been innocent people sent to death row and ultimately put to death because of crooked prosecutors and police.

Read 'em and weep.

Cop corruption and the code of silence? We all acknowledge that exists. But it has nothing to do with your allegation that is is taught in PD's or is 'SOP'.

Again, I would like you to name one PD where this is taught as part of their officer training. Just one.

It may not be official training, but it's standard procedure for some PD's.

More than likely it's gang-related / drug corruption.

Pull somebody over with a nice car, put a bag of chalk in their back seat, "find it," and take their care with asset forfeiture/seizure. Nice system they got going...

This happens all the time everywhere. These are Criminals In Uniform for sure. I know of this first hand. People think it is just a rotten bunch, that they are in the minority. What people don't understand is that this is standard operating procedure. They probably wanted to justify the dog biting him with the marijihuana that they "found". They will do anything to protect their "brothers".
