If they want to pass this health bill, and are so sure of its success; then they should not be exempt from it. Why do they get a special little plan,
but not have it available to the populace?

Obama originally proposed a plan EXACTLY like the one that is enjoyed by himself, his family and senators and congressmen. The congressmen have a
range of choices concerning their coverage, some of which are private plans and some federal . All federal employees have the same range of options.
The system works very well for them.
The Republicans, of course, wouldn't hear of it. There has to be a big profit in it for the big insurance and pharmaceutical companies.
So a compromise is being hammered out that involves private health insurance plans for everyone, subsidized for the poor. Democrats would also like
to see a public option, like federal employees have, but it's unlikely the Republicans will accept that.
So there would be no "outlawing" of private health insurance under any of the plans.
The brief quote from the bill is too truncated to understand the full meaning.
The "Except what is provided in this paragraph" doesn't say what is in the paragraph and that can make all the difference in meaning.
Offhand, I'm guessing that it refers to new hires getting the same range of options that will be offered to the public as a whole.
