HARP Array? is it operational?

Tonight at the top of my page was a small pic of the creepy looking Harp Array......so now I am looking for more info on this place......in Alaska???
is this PLACE really supposed to be messing with the vibratory frequecys of humans? Whats up with THAT?

The pic gave me the creepy crawleys
