I think she probably thought of another federal socialist program they can tie into the budget of 'fighting pirates', and was just tickled with glee at the thought of spending even more taxpayer money.

Our president laughed about the state of our economy so why can Hilliary laugh about the Pirates.

May be to them the economy and piracy are meaningless as they know of much bigger plans for the world.

Could it be the pirates are like a gnat on an elephants butt to Hillery? Not a big deal to her when she considers what's planned for our future.

Piracy may be perceived as a criminal activity but it will not be prevented or halted by only law enforcement means and ways.

I really thought people on ATS were smarter than this. It seems quite obvious to me that something funny happened off camera. Whether the fat guy farted like a poster said above, or something else...she is not laughing about piracy. If you'll notice, the guy next to her starts laughing at the same time, so most likely something probably happened off camera, a reporter fell out of his chair or something, who knows. She was clearly quite serious up to that point, why would she all of a sudden think it was funny? Use your head people, something happened off camera.

People see what they want to see.

To my trained eye it is quite obvious that she was serious until she glanced over to the gentleman next to her. Perhaps he made a strange look and she lost her train of thought. It is apparent that the cameraman zoomed out afterwards to attempt to capture (albeit too late) what transpired as the other man is reacting / laughing.

But GW Bush joking about not finding WMD at a Press Club dinner. Now that is some knee-slapping comedy gold. (While over 4,000 brave Americans paid the ultimate price.)

Piracy is not funny, and neither is bigotry.
