He has a double chin due to his weight.
The other artifacts you see are just pixilation from digital compression.

The bottom says that he suffered serious burns during the incident. The neck does look odd. Then again Brian Peppers looks odd too but he's human.

Patel also suffered serious burns in the fire and has heavy scars on his right hand.

Could explain the look.

Did you check photo #3? That's the one the OP was referring to. Photo 1 is just a typical middle aged slightly overweight guy.

Oh I missed the bit where said he got burned.. still an odd looking fellow.

Scales are a tattoo... obviously.

Looks like the scales you refer to could be scarring left by a string vest he may have been wearing at the time of the fire.

I seriously hope aliens aren't this ugly! That would shatter my fantasies straight away!

scales are definitely a tattoo. thats right where you'd begin a "full Vest/sleeves" tat. This way a normal shirts, or one with a collar would cover it.

Dragons and scales are very common in full body tattoo's, or even just scales to fill out areas as needed.

As far as his hair and face, the fire would explain that. I first thought he was just a meth addict with a tat.

I wish I could find a pic of the kid I seen on a tv program a few weeks ago. His feet, and arms, were frigging Tree branches, literally.

It was some type of mole disease, but he looked like a walking tree.

They fixed him pretty good at the end though with medications.

Anyone else notice how really really bad and unmoderated this forum has become, and that you can post stuff like this with no reprecussions but if you question or oppose it you get points taken away or you get banned?

It baffles the mind to no end.
