California to hand out IOU's instead of tax returns??

California is not as liberal as people think it is. Hollywood and San Francisco are large liberal enclaves, but Fresno, San Diego, Orange County, and the rest of the state are fairly conservative.

In theories the Republicans at the state level are all about reducing spending, except when it comes to prisons. In a way, they are like their counterparts at the Federal level who do not count military spending as government spending. Republicans in California have a fetish for building more and more prisons and populating them with petty drug offenders.

California and the rest of America need true fiscal conservatives. I am in my 30's and the closest thing to true fiscal conservative I ever saw occupy the White House in my lifetime was Bill Clinton. Reagan, Bush I and Bush II all ran up deficits because like many Republicans, they thought military spending was not really government spending.
