could the thread have continued if it simply mentioned the petition, and didn't ask anyone to sign it?
to me, the laws have a letter and a spirit. the spirit is the only thing that matters.
rather than close such an important thread, would it not be better to simply edit the title to reflect neutrality, than to let a potentially history
changing piece of information sink into oblivion?

Yes, I would have to say that it could have.
The only reason that the thread was closed was because it violated the T&C. Soliciting members for signatures and the like is not prohibited here.
If someone wants to discuss the petition in any other way, there should be no problem with that.
