Is that a photoshop transform done to a photograph? I've been all through the filters and can't find one that produces an image like that.

I'd do one of myself for an avatar if it doesn't take any artistic talent.

sadly, the software used to accomplish this avatar can only be found on a stand alone pc located deep within the bowels of the federal ATS building.
