Libyan leader Moammar Gadhafi has confirmed his country has sought in the past to develop weapons of mass destruction capabilities but plans to dismantle all such programs immediately, Prime Minister Tony Blair (news - web sites) said Friday.
But the United States has kept its own 17-year embargo in place. Washington has said Libya is actively developing biological and chemical weapons, upgrading its nuclear capabilities and seeking ballistic missiles to deliver weapons of mass destruction, for which it is receiving help from countries that sponsor terrorism.

Blair said Britain and the United States had been engaged in talks with Libya for nine months.
"Libya came to us in March following successful negotiations on Lockerbie to see if it could resolve its weapons of mass destruction issue in a similarly cooperative manner," the prime minister said in the northern English city of Durham.
"Libya has now declared its intent to dismantle its weapons of mass destruction completely and to limit the range of Libyan missiles to no greater than 300 kilometers (186 miles)," he said.
Blair said Gadhafi had promised that the process would be "transparent and verifiable."
The U.N. Security Council ended U.N. sanctions against Libya Sept. 12 after Gadhafi's government took responsibility for the bombing of a Pan Am passenger jet over Lockerbie, Scotland, and agreed to pay families of the 270 victims US$2.7 billion. The council's decision was largely symbolic, since the United Nations (news - web sites) had temporarily suspended its embargo in April 1999

UK Prime Minister Tony Blair announced the decision and called it "an historic one and a courageous one and I applaud it".
Colonel Gaddafi had told him the process of dismantling the programme would be "transparent and verifiable", the prime minister said in a statement from Durham Cathedral.
The range of all Libya's missiles would be restricted to "no more then 300km", he added.

The US and its allies have long suspected that Libya had secret chemical and bio-weapons programmes, however Libya always denied such allegations saying it had only facilities for pharmaceutical or agricultural research.
In 1995 the country reportedly reopened its Rabta pharmaceutical plant, at Qabilat az Zaribah, which prior to its 1990 closure had produced up to 100 tons of chemical weapons.
But chemical weapon production at Libya's underground Tarhuna facility is thought to have been suspended following intense public scrutiny.
UK officials believe Libya was close to obtaining a nuclear weapons capability before the deal.
US President George Bush said Colonel Gaddafi had agreed "immediately and unconditionally" that international weapons inspectors could enter Libya.

The story is about Libya dismatling it's weapons program and being welcomed back into the international community. It is not a situation where Libya is being condemned. Rather the opposite.
