Why do you think the sanctions were imposed to begin with? Because of Kim's aggression. It doesn't make sense that removing them will make the threat dissipate.

Besides, Kim doesn't care about his people. He starves them to feed his military. He is most upset because the sanctions infringe upon his enjoyment of luxury items.
