RIA Novosti: Armed men seize Russian tanker in Guinea

22/ 08/ 2006

A spokesman for the Primorye Shipping Company said 10 armed men wearing the back uniforms of the Guinean Navy, climbed aboard the Luchegorsk tanker and told the captain that it had illegally entered another country's economic zone.

They demanded $20,000 from the captain, but he said he only had $7,000. The group then took over the tanker's communications unit and ordered it to set the course for Conakry, the capital of Guinea.

"Guinea officials have claimed that the Russian vessel entered into the economic zone of Sierra Leone," the spokesman said. "The captain of the Russian tanker has denied the violation."

Did the Guinean Navy have the right to seize the Russian tanker? Or is this an act of piracy, kidnapping and blackmailing?

Security sources in Guinea says that it was the Guinean Navy who boarded the ship, not pirates as reported by Russian media. They added that any intelligent person who looks at the crew members of that Russian ship can see that they are the ones who look like pirates. The Russian ship was caught dealing with fuel products without authorization.

RFE/RL: GUINEA SAYS RUSSIAN SHIP WAS BOARDED BY NAVY, NOT PIRATES

"this boat was boarded and inspected by members of the Guinean Navy, who surprised it while it was dealing in fuel products in Guinean waters without authorization." He noted that the Russian ship "was flying no flag, and its owners and crew members know perfectly well what that means. It's very serious." Referring to the Russian suggestions that the armed Guineans were pirates, the source commented that "just by looking at the members of the [Russian] crew, any intelligent person can see that they're the ones who look like pirates."

Btw, did you know that Guinea is home to a third of the world's known supply of bauxite, the raw material used for making aluminium?

I don't understand, the Guinea authorities seized the ship because it entered in Sierra Leone's waters?

They seized it because it entered another country's waters?

The ship was flying no flag. And they were caught while carrying out some suspicious activity ("dealing in fuel products without authorization") in Guinean waters. When a ship is flying no flag it turns it a pirate ship of some sorts, right?

OK, now I understand it, my mistake.

So, this is a Russian ship that was chartered by a Swiss firm to provide fuel to vessels in the Sierra-Leone economic zone.

It was seized in Guinea's waters, without any flag, selling fuel.

Right?

It seems like it might have happened this way...

...but with reports like this one, I don't know who to believe:

Guinean police and other government security forces routinely torture, assault, rob and sometimes even murder the citizens they are entrusted to protect, said Human Rights Watch in a report released today.

The scary thing is that these merchant navy vessels have no say if any authorities come aboard, they are defenceless apart from fire hoses and the occasional sound weapons.
