the universities themselves are the recruiters. everyone that comes out of those places are taught exactly what this oranization wanted them to know. these students are the new citizens of the nwo.

Most people don't even notice that these symbols are there, as has already been stated. Thus the NWO is placing them there so that when they choose to reveal themselves they can instill fear by pointing out all the places that they have put symbols, showing the extent of their control/infiltration. Fear is always the key to oppressive governments.

Another possibility is that they have no meaning to the NWO, and that they are being used to mislead us, to send us off on a wild goose chase, so to speak.

Of course maybe there is no NWO, maybe it the symbol of an entirely unconnected group with an entirely different agenda...
