That's not necessarily true. Democrat FDR oversaw the largest single year of military spending (as a fraction of the GDP) in the US history, at more than 40% of GDP--for WWII, of course. Military spending under Republican Eisenhower increased at the start of the Cold War after it had fallen off after WWII and reached a peak of about 17%. JFK and LBJ both increased military spending under their administrations, as did Reagan and Obama. The most recent minimum in DOD spending was actually under Trump in 2018, at 4.18% of GDP. Biden asked for a 69 B$ plus up in the DOD budget for FY24, specifically aimed at China and Russia.

It depends on what's happening in the world at the time.

Retired CIA Director John Brennan hates telling a lie to cover for Biden by saying "a gap in intelligence allowed Hamas to attack Israel". That's what he was forced to say during an MSNBC interview earlier this week. It was either say there was an intelligence failure, or admit the info on Iran training Hamas was intentionally withheld from Israel.

Fun fact: Because the Speaker position is technically vacant, if something happened to Biden and Harris tomorrow the next in line of succession is the Senate President Pro Tempore Patty Murray.

the constitution is mostly silent on speaker power, it's all up to voted in rules i believe

After all , McHenry is the interim speaker. Just like if a congressperson resigns , the state has the ability to install a temp rep or senator until an election can be held. That temp has every ability as a full member of congress.
