You seem Knowledgeable on the Subject . Could a Ground Based Electromagnetic Kinetic Energy Weapons System Accomplish the Task ?
If by "Electromagnetic Kinetic Energy Weapons System", you mean something like an EM "railgun", the question would be
"Why would you try to stop a bullet with a bullet when a few thousand bullets (ie. shrapnel from an exploding warhead) would likely be more effective?"
Not necessarily cheaper, or more "elegant", but proven, effective, and most importantly available.

Ukraine has now shot down 7 Kinzhal missiles using western anti-missile systems. Just today they shot down all 6 of them fired on Ukraine, supposedly using American made Patriot systems, but that information has not be released yet. This is good news for us. It means that the domestic made Patriot system is more than effective at taking down Russia's best and fastest missiles.
Without Ukraine, we couldn't have known this.
