Voters elected someone to lead the country through whatever happens, because voters never know what's going to happen in the future at election time.

The U.S. is not at war, and US laws allow a good deal of flexibility for military operations to the executive branch without requiring a declaration of war.
As much as I dislike biden, he isn't anywhere near exceeding his authority re Ukraine yet, if anything he's been holding back to prevent displeasing russia.
