City council finance chairman Eric Mays said on April 27, “We’ve taken in over $647 million. This is where the money is at,” adding that Flint “broke records for giving black folks money.”
When replacing water lines, the city ignored maps that showed where lead pipes were, instead digging up the pipes in front of every house. The city paid engineering firm AECOM $6.1 million to supervise the digging of 12,000 sites, only 15% of which had lead pipes. Meanwhile, those who maps showed did have problematic pipes had to wait.
City officials also rescinded a contract from a company that was quickly making repairs and banned the use of “hydrovac” equipment, which digs up pipes cheaply and unobtrusively. That steered more work to a politically favored but inexperienced construction firm owned by an NBA player, which dug up yards using backhoes.

They can’t even fix pipes.
The money was spent on economic and social development. free daycare, basketball and even giving residents $50 to apply for government benefits.

Follow that money and you will find that it was more than just buying votes. That money goes to friends and pals of the politicians involved and then back to the politicians themselves.
Economic development.... a politicians friend gets some of the money to build a community center to benefit the community’. They use a small portion of the money to rehab a building that is already in place and most of the money gets kicked back in political donations and by hiring companies owned by politicians family members. It is all a big scam on the taxpayers.

well it seems at least civially the city of flint is gonna get sued over this wonder if the stuff the OP was talking about will get brought up ,kind of sad it took it going all the way to the Supreme court over pretty much posion water let alone the embezzled aid relief
