Because he was winning with Russian support and the west was just starting to get off his back with Trump announcing that he was not intrested in regime change.
So Assad was in a good position. Why ruin that by launching a Chemical attack? It makes zero sense. Especially in a attack on a target with little to no strategic value.
The terrorists however, who also have Chemical weapons are in bad shape and have everything to gain by brining the USA into the war in there side.
