no what you are talking about there is a vendetta, these aren't people sporadically killing or mindlessly attacking whoever, there is a litttle more thought put into it than that and their targets are picked for the symbology.

His logic isn't saying that anyone can be a target at any given time, he is saying that the only way for many people in these small groups and small countries whose governments and military's are powerless to face the United States hegemony, take it into their own hands and plan these attacks. They are military in nature, if they are terrorist ni nature than they are merely a response to the terrorist actions the USA has perpetrated in the middle east for decades.
