WHO MADE THIS CRIME INTO A FEDERAL CASE, and why?

The sole court appearance by the suspect was at a local court on Monday:

abc7ny.com...
Arcan Cetin, 20, appeared in court... on five counts of first-degree premeditated murder for the shooting at the Cascade Mall... The suspect appeared in Skagit County District Court...

www.skagitcounty.net...
Skagit County* District Court handles the following case types:
Traffic Infractions
Misdemeanors and Gross Misdemeanors
Civil Claims to $100,000
Small Claims to $5,000
Protection Orders
Name Change Petitions
Dangerous Dog Hearings
Vehicle Impound Hearings

Do you see "Murder One" in there anywhere? He should have gone to the local Superior Court for this major crime:

www.skagitcounty.net...
Superior Court Handles the Following Cases:
Felony Criminal
Civil
Dissolution and Custody
Juvenile Court Proceedings
Paternity Cases/Adoption Matters
Probates
Mental Commitment Proceedings

Though somehow the Superior Court wound up in charge of the 'documents.'

www.washingtonpost.com... utm_term=.35bb720c7045
Cetin confessed to the shooting to detectives, according to court documents released Monday by the Skagit County Superior Court.

Anyway, the court appearance is known as an "arraignment" where the suspect is read the charges, takes a plea, and bail is set.

en.wikipedia.org...
Arraignment is a formal reading of a criminal charging document in the presence of the defendant to inform the defendant of the charges against the defendant. In response to arraignment, the accused is expected to enter a plea. Acceptable pleas vary among jurisdictions, but they generally include "guilty", "not guilty"...

But no plea was entered nor bail set. Why not? The only explanation is that court was using Federal Rules, where arraignment is different.

en.wikipedia.org...
In federal courts, arraignment takes place in two stages. The first is called the initial arraignment ... During this arraignment the defendant is informed of the pending legal charges and is informed of his or her right to retain counsel. The presiding judge also decides at what amount, if any, to set bail. During the second arraignment, a post-indictment arraignment or PIA, the defendant is allowed to enter a plea.

Interestingly, this is also how the court appearances for AME Church shooting suspect Dylan Roof was handled. And Roof is being tried in both Federal and State Courts. So expect the same for this case.

Interesting about the above. Thanks for sharing.

Now hes going to be charged with voter fraud. Shouldn't the ones who let that "slip: pass be held accountable as well? Wonder how rampant that is in the area.

The suspect in the Washington mall shooting that killed five people may have another crime to add to his rap sheet: voter fraud.

Turkey-born Arcan Cetin is a US permanent resident, or green card holder, which means he does not hold the right to vote.

Yet state records say the 20-year-old has voted in three election cycles since 2014 — including the last presidential primary, KING 5 reported.
