My guess? The initials of the fake name of whatever corrupt person belonging to some agency that got him into this. Probably one of the "other shooters" that set it up, and then was later released by the police.

Poor bastard probably figured out he was being set up and wanted to try and get the truth out.

Maybe he forgot to include the "&" in between the "R" and the "B."

I think he was actually scrawling RBG, which is synonymous with panafrican / black panthers. Perhaps the blood was not thick or plentyful enough, or he died before finishing to write it. Maybe the last letter was barely readable as well.

That's not Public Enemy. That's Professor Griff who was kicked out of Public Enemy years ago for overly inflammatory comments made on behalf of the group, to which the other members didn't agree with.
