First of all, it's an internationally compiled terrorist list.

Second, you may not have said it, but that's how I read it. Arrest the person on suspicion but don't put them on a list for suspicion? Um okay.

He's just pandering to his supporters. As others have said, it would almost certainly be ruled a violation of due process guaranteed by the Constitution if/when it heads to the courts.
