It's obviously a bit of fun. No one is seriously funding bagel cutting research. You would have to be clinically insane if you seriously believe someone put through a funding bid for this (and even more insane to think it would be accepted).

You're right.
This is the best way to cut a bagel. After joining the pieces, you slide through all 4 horizontally, then lift the 4 upper halves, fill, then replace top 4 halves.
