There is absolutely no doubt this is a response to the wargames the U.S. are holding.

I have no doubts that U.S./Canadian forces are having their activities disrupted by Russian forces. Whether or not any actual shooting has taken place will likely not be known for some time.

Having been a HAM/Shortwave Radio enthusiast for only last five/six years or so, I can't say with any certainty that this is normal or not. Usually intrabase wargames don't have any SKYKING activity, but I can't say for a joint wargame between two nation. Perhaps SO (Who is also a HAM Enthusiast) or Zaphod (Local Aviation Expert) can shed some light on the subject.

Seems a bit odd that a bloke out of Australia would be running the DEFCON (DEFaCatiON) system for the US. We are also being hit by increased bi-annual radiation output from the sun. This happens every year..
