Is Wolfowitz, when referring to “hostile power” referring to any power independent of Washington’s control?

Please stop trying to derail the thread. This has nothing to do with Russian troops being on Ukraine. And no one even knows who thus guy is a deputy ssecretary is the guy they send out for coffee and donuts. Might be somewhat relevant if he was still in office but that was a decade ago.
