The difference between them not being arrested, and other vocal people being arrested seems pretty clear to me: Never. Directly. Threaten. Lives.

There is a time and a place for certain joking remarks, and a time and place where they can get you in a great deal of trouble.
Of course when you go to arrest anyone for this they are all going to claim that they “weren't serious” or were “just joking”.
