The amount of learning depends on the severity of the CP, and that varies greatly, but brain damage can and does occur.
If you go to ArMaP's link, you will notice that the youngster has difficulty even in focusing, Strabismus or Heterotopia) and that's a bit scary for someone who has other issues due to CP, of which Strabismus is but one symptom.
There can be multiple congenital disorders, and nothing will change through life.
So the last thing is to expect that this youngster is normal, mentally or physically, he isn't.
You could be expecting too much.

Wow..........Fired is good, but has he been arrested? That's clear assault. The one video says the guard hit the student in the hallway after the student "spit at him", but do we have video of this alleged spitting?

It's a screwed up system when we need security guards in schools, anyway.

Utterly messed up situation. Yet another case of abusive adults working with school kids. WHY?
