You're comparing Vlad Putin, the guy who used to run the KGB to Obama, thats a cult of personality that Putin has thats the pure fear he inspires by his presence. Short answer no Putin's obviously not black, but its hard to reconcile the hatred for Obama, and the healthcare system that Mitt Romney invented and the Republicans modified to be suited for the free market system. If this was Democrat idea it would have been single payer. Who would have thought giving healthcare would be such a horrible idea?
