My apoogies - when you said it was to the right of the IoW I assumed you meant to the right of the IoW as seen from your position in Portsmouth (which would make it due west).

You meant the the lights you saw were due south of your location?

In which case, I've no idea what you saw but obviously there have been no other reports of any naval exercise taking place off the Isle of Wight, nor can I imagine any reason why, if such an exercise took place it would have any connection with events in Syria.

Although I note that the French 'invaded' Gosport in March

And a naval taskforce did leave Portsmouth earlier this month for a 'naval exercise' in the Mediterranean (stopping off at Gibraltar en route)

does it mean they have known since march and maybe austerity is in fact funding this crusade ,must cost quite a lot to move multi national fleets around the world ,food for thought what do you think.
