I don't think there is a debate on whether Snowden broke the law. Of course he did but he did so to reveal something both administrations since 2001 said would not happen.

I don't think he should go to jail. I think that congress needs to set limits on the NSA, CIA, FBI and local law enforcement as to whom and what they are allowed to collect from phones and internet.

Exactly, we need strong and robust checks and balances.
Apparently we don't quite have them yet...
