The JPEG algorithm changes the colours in the image if it needs, you can see that with chequered pattern with too much JPEG compression.

The image below is an exaggeration, with too much compression to make it easy to see, but you can see how it "invents" colours to help the compression.



PS: the original image had only two colours.
