This is horrible. This will do nothing to combat piracy either. The sites will move off shore. I guess it's also time to invest in an offshore VPN.

Agreed about the sites moving offshore NoArms. In any dance of wits, one must know when to retreat and when to push back. Someone could even argue that moving would be akin to "taking the high ground" in a battle - somewhere that the opposing forces could not reach you.

However, since the USA seems to strongly influence other countries out of a mix of sheer terror that the mighty USA is displeased concerning them ( numerous country apologies for numerous laws in the past) and withdrawal of tourism/export funds ( see the Netherlands -almost- making hallucinogenics illegal due to an American college kid tourist going on a drinking spree, smoking weed, and theningesting mushrooms, which caused him to jump off a bridge due to pressure from American interest groups), I do not think this tactic should be relied upon.

The fighters and true opponents of this bill and any other Internet regulating bill need to remember that. There is no "safe place" one can flee too when your home outlaws something - you need to fight, and complete such actions with Reason and Logic on your side, always keeping in mind the dual roles the Net serves nowadays.

Not a chance will this occur as both have clearly stated they will not attempt to do this because if you vote against the web you lose.

And just in case this law doesn't pass they're working on a contingency: Even Without COICA, White House Asking Registrars To Voluntarily Censor 'Infringing' Sites.
