Robin Garrison, an off-duty 42-year-old firefighter, was walking in Berliner Park in Columbus, Ohio, in May when he saw a woman sunbathing topless under a tree.

He approached her and they started talking and getting comfortable, the woman smiling and resting her foot on his shoulder at one point.

If you ask me, this is the definition of entrapment. I mean c'mon. An attractive topless woman flirts with the guy, puts her foot on his shoulder, then asks to see his penis. That's a hell of a thing to do to a guy. I think it's completely out of bounds. If people are complaining about weirdos masturbating in a park, watch for them, not the guys who just thought they were getting lucky for the first time in forever.

Seems some cops have to go to extremes in order to justify their usefulness to society and their continued employ

Pathetic if you ask me...

Suspend them immediately without pay...

If this seems harsh to the "law and order" folks on here, for chrissakes, he flopped it out on her...Sheesh

Cops need to get a clue the world over, its similar here in Aus...fight REAL crime, not petty BS...

I guess gone are the day of "protect and serve"

Now with this "we" "them" attitude, the police will not really want to
protect or serve; just apprehend and "serve" the private prisons and lockups like Wackenhut.

Corporate servitude gone to the extreme.

Damn, people. It's painfully obvious that some of you didn't even read the article.

Seconds later, undercover police officers pulled up in a van and arrested Garrison; he was later charged with public indecency, a misdemeanor, based on video footage taken by cops who were targeting men having sex or masturbating in the park. While topless sunbathing is legal in the city's parks, exposing more than that is against the law.


While topless sunbathing - which is what this woman was doing - is legal in the city's parks, - which is where this was - exposing MORE than that - which pretty much means the genital area - is illegal.

He exposed "more than that". She didn't.

Entrapment should be, by law, either forcing someone to commit a crime, or law enforcement committing a crime to provoke another in to committing a crime.

She didn't force him. He could have said no. He could have walked away. He could have avoided her altogether. This clearly demonstrates self control issues on his part. Not entrapment.

What about the sting operations where the cops sell drugs to people? Or pick up prostitutes and make deals? These are illegal acts being committed by cops to provoke another illegal act.

People seem to be fine with not calling sting operations that use illegal means to catch someone doing something illegal entrapment, but a sting operation that does nothing illegal to catch someone doing something illegal is entrapment?

Nope. Sorry. He should have controlled himself. You can get in to the debate of "what if a kid was walking by" all you want, but the fact is, it's legal.

Oh my Gosh! I cant think off hand of one male i've ever known in my entire life who would have walked past the half naked woman.

And yes, at HER REQUEST, while already aroused, they would have whipped out anything she asked to see....even family pictures.

Its entrapment on a grand scale, and lets face it, come on, we know how men think...Its like seeing a $100 bill on a sidewalk and walking past it. Come on now!! Get real!!!

Cops need a life. BTW, i dont know about the rest of the USA, but i go outside without a top on and someone sees me and i'm going to be arrested, no ifs ands or buts about it. That's WITHOUT asking to "'see" anything

The problem is that this is not doing anything to attract the creepy guys who are hiding in the bushes whacking off. This is attracting the normal guys who are just trying to chat it up with women they meet in a park. They're not going out looking for a prostitute or a drug buy. They're not pedophiles hunting children. This was just a dude.

And yes, it may be legal, but it's definitely a waste of time and money. And I suspect that the woman they're using for the bust isn't a cop at all, but likely a local model, actress or stripper who they're paying.

The article says this guy sees her often. I think they know each other. So I don't think she had any contact with the cops. I think what may have happened was she probably frequents that park and sunbaths topless, the cops knew about it, so they set up a sting operation without her knowledge and used her to attract men.

I don't think this guy is a pervert. I never said he was. All I'm saying is it is illegal to expose what he exposed. The law is the law. Whether it's fair or not is another discussion, but it's as simple as following it or getting in trouble.

Agreed. The law is the law, and if you break it, you go to jail, or fined, or whatever.

But, when you weigh the damage of the crime against the cost of enforcing it, there is a major discrepancy. If we're not arguing the legality of what he did, then we're arguing the public money wasted by tricking a guy into committing a minor offense.

The police would better spend their time investigating crime and not convincing good people to break the law to meet a quota.

I agree. I can only imagine the scenario. I bet the gruff chief was getting flak from the mayor because of all of the recent complaints about pervs in the park. The chief was ordered to make a lot of arrests, and public ones at that, to ease some of the local pressure with the upcoming elections.

At least that's what I'd assume was going on based on what I've seen on TV crime dramas.

It seems that the guy did not intentionally expose his for the public to see.
She was asked by this woman and he complied. He had a specific audience who asked for it.

Usually, perverts, exhbitionists just expose themselves without invitation from the would be watchers right? And there is a big difference here.

The guy was somewhat directly provoked. Mind you, it was not just a case of seeing a topless woman sunbathing (which is legal in that place). Looking at the video, it can be seen that the woman did some atcions like putting her legs on the guy's shoulder and could be other things that they talked about.

Let's try to see in another way;

If the guy urinates on a wall or a tree, (he would be violating another law, about urinating in the public) I wonder if he would be additionally charged of exposing his in the public.
