This thread reminded me of something I seen a while ago about the project starfish which seriously disrupted or even destroyed the van allen belt in parts where the test was carried out. The tests were carried out in 1962 and the last manned mission to the moon was some 10 years later.

This got me thinking maybe this weakened the belt for about 10 years say, just enough for humans to pass through before it built back up, if so then that would explain why no manned missions have been done since due to the ban of nuclear testing in this form (I think there is a ban anyway).

Just my thought.
