Do you know how many people I spoke to over there who we willing to concede to Russia? If your guess is above the number 'zero' you guessed too high. That's the difference, they're in it to the end. Russians, not so much. If someone came into your home and started smashing s*** you'd feel the same way.

But assuming you're talking about Ohio, yeah I do agree -- home needs taken care of first, maintained first, and repaired first, well before those offers of same can be extended elsewhere.
