This has my wheels spinning, what if possibly they are capable of drawing energy through you from the ground? Enough in a burst that it causes Havana Syndrome. And maybe an overhead satellite is the trigger, and that is the randomness of it.
Maybe you have to be shoeless, grounded, and in alignment of the satellite to make it work.
Perhaps one more thing Tesla left the world?

Most people don't realize that the movie "Jacob's Ladder" isn't about '___' being tested. It was about a chemical nicknamed BZ or QNB being tested on an Army platoon. The CIA researched something like 248 different chemicals between the 50's and 70's. BZ was found to be an effective incapacitate, it had a very high lethal dose making it fairly safe to use, and it was stable enough for the US to put it in their cluster bombs for a while, because what's better than killing a bunch of people, than also leaving the survivors mentally incapacitated when they need their wits the most?
Because BZ is a non-lethal weapon, the laws are grey, at best, regarding and regulating it's use. It has a powerful short-term effect and a lingering long-term effect that can take up to 3-weeks to clear up. I imagine that the long-term effect compounds with repeated exposures over a short-term. Agent 15 is said to be similar, or the same, chemically and was claimed to be found stockpiled in Iraq.
A chemical nicknamed PCMG was found to work similarly to BZ, but was faster acting, wore off quicker, and had less physical symptoms making it harder to detect by healthcare professionals. The effects are often misdiagnosed as psychosis, and or, other mental issues. As far as I have found, the only way to detect BZ in a person's system, is through a special urine test. The method can be found online, but requires some searching.
That's all I have on this subject for now.
