The State Duma will hold a closed meeting with Shoigu to ensure the mobilized
...
On October 17, closed hearings will be held in the State Duma, during which members of the parliamentary defense committee will discuss with the Deputy Ministers of Defense of Russia Sergei Shoigu (Alexey Krivoruchko and Mikhail Mizintsev) the situation with the problems of providing for the mobilized. Deputy Andrey Gurulev explained that during the meeting the question will be raised why the Russian mobilized military personnel cannot “be properly shod and dressed”.
“The problems are as follows - every year, within the framework of the budget of the Russian Federation, money is allocated in full to the Defense Ministry, including a separate item - logistics ... Today we cannot understand why our mobilized cannot properly put on shoes and clothes. Uniform, clothes, weapons - that's all," Mr. Gurulev told RIA Novosti.
According to him, the meeting with the deputy defense ministers will be held as part of the hearings on the defense budget.
Earlier, deputies Andrei Kartapolov and Vasily Piskarev asked the Prosecutor General's Office to deal with the situation with the supply of the rear. Mr. Gurulev stated that after the start of mobilization in Russia, 1.5 sets of uniforms were not found at the points of reception of personnel.
Prime Minister Mikhail Mishustin said on September 20 that the budget deficit in 2023 is projected at 2.9 trillion rubles. The search for sources of replenishment of the budget is becoming one of the most pressing topics. The author of the project "20 ideas for the development of Russia" Dmitry Davydov offers a set of measures that can expand the revenue base of the budget.
In general, he estimates the proceeds from these initiatives at 2.02 trillion rubles. annually as of 2022, or 8% of planned revenues within the budget for this year (25 trillion rubles). This volume is comparable to the total budget of 14 regions with average population.
For example, for 2022, the revenue part to the budget of the Belgorod region is planned in the amount of 138 billion rubles, the Omsk region - 132.7 billion rubles, the Altai Territory - 144.4 billion rubles.

One of the key areas of legislative changes within the framework of Dmitry Davydov's project is related to the reform of the system for calculating fines and preventing offenses and crimes. Firstly, the author proposes to increase fines for violation of traffic rules and adjust the mechanisms for calculating such fines - in total, these measures can bring about 936 billion rubles to the budget.
Firstly, there is no reason to assume that the men currently leaving Russia would automatically be against Russia’s war against Ukraine or the Putin regime.
A second argument that everyone should consider is that if Russia really wants to get the most extensive results possible from its announced mobilisation, why hasn’t Russia closed its borders? Why are these hundreds of thousands of men allowed to leave the country? Logic would say that if you want to get the maximum out of the mobilisation, you close the borders and send all men to fight in Ukraine.
It is pretty clear that among those leaving Russia, there are also people whom the Russian authorities have specifically sent. For example, in Moldova, there have already been demonstrations against the Moldovan government, with the participation of figures who have just arrived from Russia.
Thirdly, suppose the war in Ukraine was to expand into a conflict between the Western world and Russia. In that case, Europe could find itself in a situation where there are already hundreds of thousands or millions of young Russian men in the Member States. What will be their loyalty and behaviour if there should be a direct conflict with their home country? At the moment, we can only guess, but in any case, the risks are very high in this regard.

“Indeed, many say that the Minister of Defense [Sergei Shoigu], who allowed this situation to happen, could, as an officer, shoot himself. But, you know, the word officer is an unfamiliar word for many,” he added.
