Question:
Does Russia see any signs of division in the West over how Russia’s special military operation must end? If so, does Russia intend to benefit from these disagreements in any way?
Maria Zakharova:
What a stunner. This is not the first time I am hearing that Russia has been trying to undermine what was presented as Western unity in order to benefit from these divisions. I suggest a different way of framing this question: there was no unity to begin with.
Today, I read a statement by a Western official who used the term “voluntary solidarity.” There cannot be voluntary or involuntary solidarity. The fact that this term has surfaced demonstrates the involuntary and artificial nature of what the West calls solidarity. You cannot force anyone to show solidarity. We have witnessed this before when alliances were built by force and coercion and though blackmail for demonstrating unity in the ranks. This is what they called “solidarity.” But whenever there are obvious attempts to pressure someone, force them to do something or reach a common denominator no matter the cost, this is not solidarity but rather a lack of unity. This unity never existed, which makes any talk of sowing discord irrelevant.
But should this unity exist when we are talking about democracies and their associations? We believe in the principle that every country can have its own vision of its development path. This is what the diplomatic negotiating process is all about. It is designed to promote unity. This does not mean, however, that there was no unity to begin with, or give anyone the right to trick anyone into showing “involuntary” solidarity. These things have nothing in common, in fact. We have always believed that every state has the right to its own independent foreign and domestic policies, economy, etc. Countries can create voluntary unions on a mutually respectful footing. If they want their integration to be guided by other principles, this must be something they decide on their own. Whenever countries decide to subordinate their national interests to a supranational structure, they must do so voluntarily. A state can cede part of its sovereignty if it believes that it can benefit from this. This can include giving up its own armed forces and merging them into a military bloc that would protect the country in question. This may be the best option for it. This way, they can spend their defence budgets on their domestic agenda instead. If they are doing this voluntarily and this is what the people want, and if all the required legal procedures are fulfilled, and referendums held, so be it. However, what we are seeing is the opposite of that.
Just look at what is going on in Sweden and Finland. These countries used to hold referendums even on changing road rules from left-hand to right-hand traffic. Today, no one is asking people what they think about the seminal issue of changing their geopolitical standing on the world map. No one even bothered to do an opinion poll on this issue. We understand what the results will be. We never sought to benefit from division, and never had to because no unity ever existed. It has been artificially put together under orders coming from Washington.

The Ukrainian army continues to suffer significant losses during the special military operation.
I would like to note that in recent weeks, incidents involving the shooting of Ukrainian servicemen in the back by nationalist units have become more frequent in areas of military operations.
Thus, after a fire preparation for an attack by Russian troops near Novomikhailovka in Donetsk People's Republic, more than 30 servicemen of the 25th Battalion of the 54th Mechanized Brigade of the AFU decided to lay down their arms and surrender.
Ukrainian servicemen occupying a stronghold near Zvioroferma asked the Russian unit command via radio to cease fire and provide a corridor for exit.
Around 10 p.m., AFU servicemen with white flags began moving towards Russian positions.
At that moment, a Ukrainian nationalist barrier unit arrived at the stronghold in armored vehicles and opened crossfire in the back on the servicemen of the 54th Brigade of the Ukrainian Armed Forces.
As a result of this shooting, 32 Ukrainian servicemen were fatally wounded and killed.
This incident, as well as many others like it, clearly demonstrates that amid growing military failures and demoralization of Ukrainian troops, the Kiev nationalist regime is trying to stop the retreat and surrender of its units by punitive actions of barrier squads.
The lives of Ukrainian servicemen and mobilized fighters of territorial defence units mean nothing to the current leadership of Ukraine.

In response to the British government’s anti-Russia actions to impose personal sanctions on our country’s leading journalists and heads of defence companies, Russia has included senior executives and correspondents from a number of major British media, as well as representatives of the command of the armed forces, the defence industry, and the UK defence lobby on the Russian “stop list.”
The British journalists included in the list are involved in the deliberate dissemination of false and one-sided information about Russia and the developments in Ukraine and Donbass. Their biased assessments contribute to fueling Russophobia in British society.
Individuals associated with the UK defence complex are involved in making decisions on weapons supplies to Ukraine. The weapons are used by local punishers and Nazi units to kill civilians and to destroy civilian infrastructure.

The objective of the project is to study viruses capable of infecting Aedes mosquitoes. According to the terms of reference, the viral preparation was produced by the institute in Kiev and delivered to the USA for aerobiological studies.
The interest of the American clients in mosquitoes of this species that are vectors of transmissible infections such as dengue fever, Zika and yellow fever is not accidental.
During the last major outbreak of yellow fever in Africa (in 2013), there were 170 thousand cases of the severe form of this disease, including 60 thousand that resulted in death.
Everyone remembers the smallpox virus contamination of blankets for Native Americans, the deliberate infection with the syphilis pathogen by Guatemalan citizens is less discussed while this fact has been admitted by the U.S. President Barack Obama. The use of pesticides during the Vietnam War is even less remembered, but the history of deliberate outbreaks in Cuba in the 1970s and 1980s is completely suppressed. At the same time, the use of Aedes mosquitoes as biological weapons, exactly the same ones operated by the U.S. military department, is recorded in the class action suit of Cuban citizens against the U.S. government and was submitted to the member States of the Biological Weapons Convention.
The class action notes that the 1981 dengue epidemic in Cuba that contaminated 345 thousand people and resulted in the death of 158 persons was the result of the spread of the second dengue virus serotype that had not previously been recorded in the Caribbean and had clear signs of a deliberate nature. Thus, the time of the attack (late January) was chosen in consideration of biological features of the life cycle of mosquito vectors and was optimal for the subsequent development of the epidemic process. In addition, the only place on the island where no cases have been reported was the U.S. Naval Base at Guantanamo due to pre-vaccination of soldiers against the dengue virus type 2.
An artificial outbreak of another viral disease, African swine fever (ASF), occurred in Cuba in 1971. During the epizootic, 500 thousand animals were eliminated and the country suffered a significant economic damage. Although no cases of ASF have been previously reported in the American continent nor in the Western Hemisphere in general, it was Cuba where the disease has appeared.
Former FBI official William Turner introduced some clarity to this issue by telling the Newsday that the CIA delivered a container of ASF agent from Fort Gulick in Panama and transferred it off the coast of Cuba to a fishing vessel. He precisely indicated the farm where this pathogen was introduced.
Since 1980 to 1982, the Cuban leadership reported numerous unusual outbreaks of viral infections of economically important crops (sugar cane and tobacco) that appeared in different regions of the country and were not related to each other.
Yet these facts are only part of the U.S. military-biological dossier, while their investigation is ignored by the United Nations and the World Health Organization.

Against the backdrop of the Kiev regime's mounting military failures and massive daily losses in manpower and equipment, the flow of foreign mercenaries to Ukraine has not only decreased, but is actually turning in the opposite direction.
Despite the Kiev regime's efforts and increased payments, the process of mercenaries leaving to the "other world" or back to their countries of residence has not been stopped by the Kiev leadership.
Recent empty statements about almost "20,000" foreigners "fighting" against the Russian Armed Forces are just plain lies.
As we have already noted, the Russian Defence Ministry monitors and records the presence in Ukraine of every representative of this international gathering of "headless horsemen".
Moreover, it is not only mercenaries directly involved in combat operations as part of Ukrainian units that are now included in our databases. We also take into account the trainers who have come to train, assist in the operation and repair of Western weapons supplied to Ukraine.
We will publish these statistics today.
For example, among European countries, Poland is the undisputed leader in terms of the number of mercenaries both arriving and dying. Since the beginning of the special military operation, 1,831 people have arrived in Ukraine, of whom 378 have already been killed and 272 mercenaries have departed for their homeland. It is followed by Romania with 504 arrivals, 102 deaths and 98 departures. The UK is in third place: 422 arrivals, 101 deaths, 95 departures.
Among the Americas, Canada leads the way: 601 arrivals, 162 deaths, 169 departures. The USA comes second: 530 arrivals, 214 deaths, 227 departures.
From the Middle East, Transcaucasus and Asia the largest number, 355 mercenaries, came from Georgia, of whom 120 died and 90 left Ukraine. Then there are 200 terrorist fighters redeployed from the US-controlled areas of Jazira region in Syria. To date, 80 have been eliminated and 66 have left Ukraine.
In total, our lists as at June 17, 2022, include mercenaries and weapons operating specialists from 64 countries. Since the beginning of the special military operation, 6,956 people have arrived in Ukraine, 1,956 have already been eliminated and 1,779 have left.
As long as 3,321 mercenaries are alive, not yet captured, or have not yet escaped to the Ukrainian border.
Detailed information is published on the Russian Ministry of Defence's information resources on the Internet.

Question:
The ECHR ruled that the Russian law On Foreign Agents violated human rights and awarded compensation of 10,000 euros to 73 Russian NGOs. Russia refused to comply with this requirement. But the lawsuits were filed with the ECHR long before March 15, when the country withdrew from the Council of Europe (in fact, some as far back as 2013). Does this mean the law has retroactive effect for Russia?
Maria Zakharova:
Do you not see what is going on in the world? Do you understand that nothing is left of the law, of international law? And this is partly due to the efforts of certain representatives of the ECHR. Many of their rulings did not just run counter to, but were downright antagonistic to any legal logic. This made Russia withdraw from the Council of Europe. Read the statements we have made on this score. It is entirely politicised. The law serves to fulfil political orders.
I understand that certain people have certain requirements and a different view on this foreign agency situation. We discussed this a year ago, at this same forum. I was the first to say that the foreign agency concept should have become a thing of the past, but we were forced to respond to the West reinstating it. This foreign agency thing is a US invention from the 1930s. They revived it at the beginning of the 21st century, primarily in relation to our country.
And now you’re asking me what we think about this law having retroactive application? You have to be realistic and see what is happening in the world. Things approved by consensus, for example, by the WTO, get cancelled all at once. What kind of law are we talking about when the most active participants violate the WTO rules to ensure themselves advantages they cannot achieve due to free competition?
What else? Who ever heard of media outlets blocked solely on the basis of nationality? This is how policies of genocide originate – with entire information, cultural, humanitarian chunks being simply erased from the landscape of other countries. What kind of law are you talking about? What is it you’re talking about? Show me where it’s written. I can respond by showing you that this is impossible. America has amendments to the Constitution that guarantee freedom of speech. So what? They have been trampled on when Russian journalists, television channels designated as foreign agents have had their bank accounts blocked and their visas denied. Let's talk about the law, shall we? Have you forgotten about it?
We pulled out from the Council of Europe on March 15, 2022, made an official statement. As for the case you are referring to, among other things, the ECHR decision was fully predictable because it was politicised. This destroys the law in principle. It was in line with extremely liberal and neoliberal approaches to regulating civil society, and that was one of the reasons why Russia decided to withdraw from this organisation.
Liberal approaches have nothing to do with freedoms. This is a liberal dictatorship. As the court was reviewing that case, the Russian Federation pointed out how other countries were using the foreign agent term in their laws. They imposed very strict requirements on persons subject to regulation. Do you know what the ECHR said? The court completely ignored these arguments, bypassed our reasoning and indirectly agreed with the claimants and others, participating as a third party, that the US Foreign Agents Registration Act was totally different.

More recently, we have noted the increasingly frequent statements by Western representatives, echoed by UN officials, on the threat of a major food crisis due to a shortage of grain and fertilisers on international markets, allegedly provoked by Russia's actions in Ukraine. Such groundless accusations have, unfortunately, become an obsessive recurring theme in the US and European officials’ remarks. In this regard, we feel compelled to once again reiterate what the real root causes of these problems are.
As far as the blockage of Ukrainian grain shipments by sea is concerned, we emphasise that Russia has never hindered the export of grain from Ukrainian Black Sea ports. In reality, safe navigation in Ukrainian territorial waters and the use of ports are currently impossible due to the high level of danger posed by mines and threat of shelling created by Kiev. According to available information, the Ukrainian authorities have planted about 420 anchor mines in the Black and Azov seas; some of them have floated offshore, to Bosporus and Dardanelles, and to the coastal waters of other Black Sea states, including Turkey and Romania. In addition, Kiev is holding 70 foreign ships from 16 countries in six ports – Kherson, Nikolayev, Chernomorsk, Ochakov, Odessa and Yuzhny. It is noteworthy that little is said about other ways to export grain from Ukraine: there are at least the rail and river options. The routes used to bring Western weapons into the country aren’t mentioned frequently either.
For its part, the Russian military has created the necessary conditions for the safe operation of two maritime humanitarian corridors: one in the Black Sea from the aforementioned six Ukrainian ports to the south-west from Ukraine’s waters, and the other in the Sea of Azov towards the Black Sea. Today, the ports of Mariupol and Berdyansk can be used to export agricultural produce. In addition, Russia has reaffirmed its readiness to facilitate and ensure the unhindered export of Ukrainian grain by foreign vessels, provided they can be inspected for arms smuggling and given that Kiev refrains from any provocations, mine threats and aggravating tensions in the Black Sea.
..................................
In turn, we reaffirm our readiness to continue to fulfil our obligations to export grain, fertilisers, energy resources and other critical products. By the end of this year, we will be able to supply about 25 million tonnes of grain and at least 22 million tonnes of fertilisers to international markets.
Despite the unprecedented sanctions pressure, we continue commercial food supplies through bilateral channels and the provision of food assistance to countries that need support under the UN World Food Programme (WFP), in particular to Yemen, Kyrgyzstan, Lebanon, Sudan, Tajikistan and Cuba.
In this regard, we urge representatives of Western countries and the UN to refrain from groundless accusations and to see the real causes of the current crisis provoked primarily by their own short-sighted and misguided actions.

Mr President,
Thank you for the opportunity to be received by you.
Russian President Vladimir Putin asked me to convey his warmest greetings and best wishes. He looks forward to future meetings with you.
It is a busy time for us right now: both in terms of domestic politics and the international agenda. The President of Russia is holding several meetings every day concerning the adaptation of the economic, social, banking and financial sphere to the realities that are now emerging as a result of the West’s aggressive and egotistical policy. At the same time, all countries experiencing the negative influence of the egotistical policies of the United States and its satellites have an objective need to "reconfigure" their economic ties in such a way as not to depend on the whims and vagaries of our Western partners. All these issues are on the daily agenda of Russian President Vladimir Putin’s work. The 25th St Petersburg International Economic Forum, which ended last week, was largely devoted to this.

The Ministry of Foreign Affairs of the Russian Federation has noted recent reports on US citizens being recruited and transferred to Ukraine, the Donetsk People's Republic and the Lugansk People's Republic to participate in hostilities, with the complicity of the White House and American intelligence services.
We are referring to the activity of the Ukrainian Embassy in Washington, which runs counter to the 1961 Vienna Convention on Diplomatic Relations and involves overt recruitment of fighters to the so-called Foreign Legion of Territorial Defence Forces of Ukraine. According to the American media alone, since the start of the Russian special operation, about 20,000 Americans have expressed their readiness to help Kiev, and the Ukrainian diplomatic mission has officially registered more than 6,000 applications.
At the same time, according to a report by the US Customs and Border Protection, many of the Americans leaving for Ukraine consider themselves adherents of the so-called white supremacy, and are going to fight on the side of the remaining members of the Azov neo-Nazi unit.
We regard the US authorities’ complicity in such activities as further proof of Washington not being interested in resolving the Ukrainian crisis, but, on the contrary, seeking to fuel the conflict and achieve Russia’s strategic defeat.
The Ukrainian attempts to portray these mercenaries for the American and European public as “foreign volunteers” look particularly cynical against this backdrop.
In this regard, we demand that the US authorities curtail this activity of the Ukrainian diplomatic mission, which poses a direct threat to the lives and security of US citizens, openly contradicts the mission’s diplomatic status, and may result in grave and unpredictable international consequences.
