This is more than a simple anti-laser coating. If you look at it, there are bits and bobs that aren't standard on an F-22 skin.

This isn't quite true. It depends on the wave length of the laser for one. It also depends on the power. Cutting stainless can be inefficient with a laser, but it can be done. Weapon grade lasers - 100 kw and above - can definitely cut stainless.

Back to topic:

The Drive points out the F-117 did some testing with a metallic looking skin a decade or so ago:





They claim this was done as part of a program called Senior Spud to reduce IR detection.
