No the Bible is an inanimate object it cannot and does not control any one.

All men are born with emotions, love, hate, indifference, joy, peace, are all emotions of men.

The literature in the Bible may influence emotions to get someone saved or to repel them in deeper unbelief but the Bible itself controls no one.

Now people may allow what is in the bible (words, verses, sections, chapters, books) to influence their lifestyle, wrongly or correctly, but that is the person utilizing their own free will to control of their fleshly urges, but it is not the Bible by itself. Maybe that is what you are trying to convey but the bible controls no one in and of itself.
