1. Climate is one part of it. In fact, it has maintained it's most populated state status since 1962:

It's great climate brings people which brings business. The gold rush didn't hurt either.

It's convienent to blame liberals but liberals are not the problem. You see, the LA area isn't only liberal. There are counties there that are very red, like Orange County. Orange county may not allow homeless people to dwell there because ''you know'' they don't look nice in our neighborhoods so they keep them out. Out to go some where that they can live.
So it is neither liberal or conservative policies that allow things like that video to point to, it is the failed side of our capitalist economy that has brought this about and it is not going to be solved by either the conservative approach of just pushing them away or the liberal approach with ''here's a sidewalk'' you can sleep on for a couple of night until our police come and shove you down a couple of blocks.
