Almost certainly Obama knows better. I jogged my brain a little on how you would be able to do this and being a network dude you probably know what I know so I won't derail this thread with a nerd-out. There is no reason I can think of the secretary of state could not get an approval for a .gov domain. If they setup a homebrew it was on purpose to skirt the law.
