That's complicated and, admittedly, manipulatively nuanced. In a nutshell, lobbying is considered OK because it is regulated and generally is seen to involve sharing of information used to make "proper" policy decisions and is rarely directed at a single lawmaker rather than bribery which is simply sale of power in exchange for individual benefit.
