The realities remain that police departments throughout the country are essentially a political/fraternity system in their own right.

I am assuming that the officer in the OP was caught in a 'crap rolling down hill' scenario and that he was possibly caught by a higher ranking officer? For every one of those moments one frat member is busted, there are many moments of the justice falling on the other side of the fence... take a look at one such case here:
