There is a difference. They're not wasting time on the airframe, flying the limited aircraft they have, to see what you're doing. They're using them to watch what potential adversaries are up to.

Interesting bit of history. On Feb 2nd,the second U-2 in the fleet, and first used by the Expeditionary Force, reached 30,000 flight hours during a mission.
