I think the better question is why they are having a congregation discussing if it's ok to beat women and justifying it. I'm not surprised these two women did that, seems to be a natural consequence of such evil theologies.

This might sound harsh but these so called scholars and religious leaders are hadithist. They derive their religious teaching and laws from hadith books, not the Quran. Hadith books appeared over 2 centuries after the death of Muhammad. Most Muslims(at least 90%) have been raised to believe that the hadith books are an "extension of the Quran" and "the Prophets teachings".
The so called sharia law you also hear about are derived from hadith books. Hadith books are no more than Chinese whisperers.
They literally go like this, "Imam so and so heard from so and so who heard from his daughters brothers cousins friend who was a companion of the Prophet who heard the Prophet say something".
Hadith are unauthorized books that contradict the Quran. Hadithist however claim that they follow the sunna(doings) of the Prophet. God speaks of one sunna in the Quran, that's his sunna. The same sunna God gave to the previous prophets.
"The only Sunna to follow shall be God's Sunna." [17:77, 33:62, 48:23, 6:114]
So to claim that the Prophet came with his own sunna alongside God's sunna is to literally ascribe partners with God.
With that sort of mentality, cognitive dissonance arises like with the "Dr" you mentioned. Islam is simple. Islam comes from the Quran. It's that simple.
