If you're black? You can't discriminate.
Brown? Can't discriminate.
Stupid? Can't discriminate.

But if you're smart? Well, then you might just figure out a better way to do things rather than your bosses preferred method. We can't have that happening. This type of discrimination doesn't just apply to cops, society in general shuns people that are too high on the IQ scale. They're considered impossible to relate to and intelligence often intimidates their boss.
