Some personal thoughts, I live in Manchester.

"Near Manchester Art Gallery" - That places it pretty much almost dead centre of the city centre. Literally less than 200m from the absolute dead centre, and in the heart of the commercial part of Manchester. This is not a 'rough' area, its full of bankers, lawyers, and other high earners. So this is not an area where I would have felt unsafe.

Manchester does have dodgy areas, and yes, lots of them, as does any major city, but this was not one of them.

"described as black or asian" - Thats really too broad. He might as well have just said "human", although I don't consider someone who would attack anyone in this manner to be wholly human. Animal definitely, but not human. Being intoxicated or inebriated is not an excuse.
