Airbus decided not to offer the A380 when the last request was sent out a few years ago. They're not expected to offer anything this time either, so
it appears that if Boeing can keep the 747-8 being built until then they win by default.
Except there's one little caveat in the request. The way the solicitation is worded, a company can buy an A380, modify it for Air Force One, and
then sell it to the Air Force. So a third company can buy either a 747 or an A380, and then win the contract with it.
